Persons employed in this position are responsible for making sure health and safety measures are executed. This is a safety sensitive position. Pre-employment and random drug testing are required per DOT regulations.

This position is required to be on call (duty assignment) at scheduled weekly intervals and to be available for working outside normal business hours.

RESPONSIBILITIES

Actively participates in duties of a high performance three-member crew assigned to maintain, upgrade, and expand the Utility’s water distribution system and the sanitary sewer collection system.  Work assignments include, but are not limited, to the following:

• Operate Utility equipment units, such as backhoe/loader, dump truck, hydraulic jet (flush) truck, rodder, and tools such as hole hog, tapping machine, jackhammer, acetylene torch, pipe saw, trash pump and air compressor, to perform any operation within the capacity of the equipment and as necessary to accomplish the job required
• Locating and repair of water leaks
• Analyzing and correcting low-pressure services
• Repairing, replacing and providing maintenance on water mains, valves, meter services, fire hydrants and other water system appurtenances
• Locating and repairing all breaks and stoppages in sewer mains and lateral lines
• Cleaning, repairing, and replacement of sewer mains and manholes
• Adjusting valve boxes and manhole lids to proper grade
• Construction of water and sewer line extensions, installing new meter services and sewer taps, hydrants, valves and manholes
• Clean, service, and maintain all vehicles, equipment, and tools assigned to the crew
• Assist with housekeeping, cleaning, and maintenance of workplace facilities
• When called upon, assist other Utility divisions in the maintenance and minor construction of the facilities for which they are responsible
• Perform other duties and special assignments as directed by superiors

Education & Training

Obtain, within three (3) years, a Class II Water Distribution Operator’s License issued by the Arkansas Department of Health.  Employees in this position are strongly encouraged to obtain a Class IV Water Distribution Operator’s License. The Utility’s compensation system is designed to motivate employees to contribute to the maximum of their ability by compensating based on their job performance and meeting licensing requirements. Inability to obtain proper licenses, within a year of being eligible to test, will result in a decrease of potential merit increases.

Job Description

Working under the direction of the Rehab Supervisor and supervision of the Distribution Manager and the Distribution Director, this individual is a member of a three-man crew working in the water distribution and sanitary sewer collection systems owned, operated, and maintained by Springdale Water Utilities, hereinafter referred to as the Utility.  The Rehab Crew is charged with the primary responsibility of sewer system rehabilitation; however, it is expected to perform other duties in the Utility’s water distribution and sanitary sewer system as directed by the Distribution Manager.  Individuals employed in this position are responsible for making sure health and safety measures are executed. This is a safety sensitive position. Pre-employment and random drug testing are required per DOT regulations.

This position is required to be on call (duty assignment) at scheduled weekly intervals and to be available for working outside normal business hours.

• Develop an understanding in the principles and operation of a sanitary sewer collection system
• Capable of being trained to operate a backhoe/loader, driving a dump truck with trailer, and becoming skilled in the operation and maintenance of modern equipment and tools used in the water distribution and sewer collection systems

Responsibilities

Actively participates in duties of a high performance three-member crew assigned to rehabilitate the Utility’s sanitary sewer system.  In addition to mitigating the amount of infiltration and inflow into the sewer collection system, the efforts of this crew are aimed at reducing overflows and sewer backups resulting from grease accumulation, root intrusion, broken pipe, defective joints, and other system defects.    From time to time this crew will assist with other maintenance duties in the sewer and water systems.  Work assignments shall include, but are not limited to the following:

• Clean, repair, and replace sewer mains, taps, laterals, siphons, and manholes
• Clear all blockages and remove grease/scum, rocks and other foreign matter accumulated in sewer mains, manholes, siphons and wet wells
• Rehabilitate manholes and adjust covers to proper grade
• Smoke testing and dye tracing to identify sources of inflow and infiltration
• Apply inhibitors and herbicides in sewers to mitigate the effects of root infestation
• Conduct flow monitoring to identify line segments and mini-systems with excessive inflow and infiltration
• Assist with efforts to update maps of the sanitary collection system
• Prepare reports and records to identify deficiencies found in the collection system and the corrective measures implemented
• Perform other duties required to improve the operation and efficiency of the sewer collection system
• Assist with the housekeeping, cleaning and maintenance of workplace facilities
• Clean and maintain all vehicles, equipment and tools assigned to the crew
• Assist other Utility crews and divisions, when called upon, in the maintenance and minor construction of the facilities for which they are responsible
• Perform other duties as assigned

Individuals employed in this position are responsible for making sure health and safety measures are executed. The individual must possess the ability to effectively communicate with the public and be a positive representative of Springdale Water Utilities. This is a safety sensitive position. Pre-employment and random drug testing are required per DOT regulations.

This position is required to be on call (duty assignment) at scheduled weekly intervals and to periodically work outside normal business hours.

RESPONSIBILITIES

Work assignments include, but are not limited to the following:

• Restore back all properties in a timely manner to original or better conditions, after necessary repairs and taps have been performed by distribution and collection crews.
• Restore/replace concrete sidewalks, driveways, streets, curbs, etc. back to original or better conditions after removal for repairs and taps performed by distribution and collection crews.
• Inspect and measure excavations after repairs performed by distribution and collection crews, in order to calculate the amount of concrete, topsoil, grass seed, sod, mulch decorative rock, etc. needed for restorations.
• Maintain Tools and equipment specifically utilized for concrete restorations.
• Order, pick-up, transport or have delivered above listed materials and concrete to locations in need of restoration.
• Inform owners, managers, or renters of residences, businesses, commercial and State and City properties of tentative schedule for restoring properties affected by distribution and collection repair or tap activities and respond professionally to any questions or concerns they may have.
• Operate and maintain valve exercising, locating and GIS equipment, and utilize said equipment to locate, inspect, operate, maintain, record locations of, and routinely exercise valves throughout the distribution and collection systems.
• Keep an accurate record and inform the White River Distribution Manager of any deficiencies identified involving valves.
• Prepare reports and records as needed in the identification and maintenance performed on valves.
• Assist in the mapping of distribution and collection valves.
• Investigate and address consumer queries regarding problems within the water distribution or sanitary sewer systems.
• Assist other Utility crews and departments in need of additional personnel in order to complete projects, deadlines or to temporarily relieve excessive workload.
• Assist Plumbers and consumers, when necessary, in identifying blockages, obstructions or deficiencies in private sewer laterals and determine, per policy guidelines, party responsible for repair.
• Identify inflow and infiltration into sewer collection system including private services.
• Inspect, test, flush, repair, paint and install fire hydrants in the water distribution system of the Utility
• Locate, inspect, operate, and maintain distribution valves and valve boxes
• Adjust to proper grade all valve boxes and manhole lids located in streets, highways and other public thoroughfares.
• Assist in the mapping of valves and hydrants
• Prepare reports and records as needed in the identifications and maintenance performed on valves and fire hydrants
• Identify and pinpoint the location of water leaks in the distribution system using leak detection equipment
• Perform other duties required to improve the operation and efficiency of the Utility’s water distribution and sewer collection systems
• Assist with the housekeeping, cleaning and maintenance of workplace facilities
• Clean and maintain all vehicles, equipment and tools assigned to the crew
• Assist other Utility crews and divisions, when called upon, in the maintenance and minor construction of the facilities for which they are responsible
• Perform other duties as assigned

Education & Training

High school diploma or equivalent required.

Persons applying for this position must have a minimum of 2 years hands- on/physical experience related specifically to concrete work and techniques including, but not limited to, the ability to calculate the volume of concrete needed for pours, and perform pours, of various structures including slabs, curbs, sidewalks, driveways, approaches, handicap ramps, slopes, drainage swells, footers, etc. as well as prepping sites, leveling, forming, pouring, smoothing and finishing concrete utilizing hand tools designed for concrete such as bull floats, mags, trowels, brooms, mixers, screeds, vibrators, saws, grove cutters, edgers, rubbing bricks, etc.

Springdale Water Utilities is now accepting applications for the position of WWTF Operator.

JOB SUMMARY
Under general supervision of the Wastewater Operations Supervisor, performs skilled work assignments required for operation of Springdale’s advanced Wastewater Treatment Facilities. This position supports our Mission of providing safe, high quality drinking water to our patrons and to responsibly treat and dispose of wastewater generated by patrons and protect public health. Experienced operators are expected to assist in the training of operators with less experience and will assume the responsibility for actions taken by an operator in-training when working together. This is a safety sensitive position.

Plant operators are assigned to work twelve-hour and eight-hour shifts. Shift
assignments require working on weekends and holidays, and to work overtime. This position is a relief position. Base hours vary.

GENERAL DUTIES & RESPONSIBILITIES
The following are examples of essential duties and responsibilities:

• Operate and check all equipment and processes throughout the facilities, both physically and through the use of SCADA and other monitoring equipment to ensure optimal operation.
• Collect samples, manually and using autosamplers, throughout the facilities for instantaneous or preserve as needed for future analysis.
• Analyze samples as needed for NPDES permit reporting and process control including but not limited to dissolved oxygen, pH, and nutrients. Assess results to determine proper operation of facilities.
• Report and/or correct any problems identified. Troubleshoot equipment when necessary. Make procedural modifications as necessary.
• Perform custodial/maintenance duties including general housekeeping, groundskeeping, preventative/light maintenance. Maintain a clean and safe work environment.
• Receive customer service calls outside regular business hours and as needed, and relay information to proper duty personnel for timely response.
• Keep and maintain accurate logs and check sheets of activities and plant operational status, both on paper forms and on computer spreadsheets.
• Communicate clearly, both verbally and in writing.
• Operate solids dewatering and drying processes.
• Perform routine checks, tests, and maintenance of boilers.
• Assist in inventory control of chemicals, supplies, and spare parts.
• Wear all appropriate PPE as required.
• Provide assistance to other WWTF and Utility divisions as necessary.
• Perform any other specific task or duty assigned by supervisors/managers.
• Perform other duties as assigned.

Personnel at the Wastewater Treatment Facilities work at a site designed to optimize working and safety conditions. Applicants must demonstrate sufficient mobility to gain access to all sites, including different levels, and to maneuver across hazardous surfaces and walkways which can be slippery or contain open grates. Facilities personnel are expected to work outdoors in inclement weather and in several different environments within the facilities, often moving from indoors to outdoor work stations. Temperatures within the facilities range between hot and cold, and some portions of the facilities require ventilation. Facilities conditions warrant extra precaution when working near high voltage switchgear and equipment; potential contact with a variety of combustible, corrosive and toxic chemicals and gases such as chlorine, sulfur dioxide, alum, polymers, methane, hydrogen sulfide, and oxygen; and working around raw sewage. Exposure to odors, dust, sludge, high noise levels, machinery vibrations, and other hazards are experienced daily. Daily work assignments require walking, talking, hearing, using hands to handle, feel, or operate objects, tools, and controls; and reaching with hands and arms. Lifting is generally restricted to objects weighing less than 20 pounds; however, operators may be required to occasionally lift up to 50 pounds. Required vision abilities include close vision, good color perception, and the ability to adjust focus.

EDUCATION & TRAINING
High school diploma or equivalent required.
Associates degree or higher in a related science or technical field or equivalent experience level is preferred. Incumbents must be able to acquire within one year of being eligible a Class I Wastewater Operator’s License issued by the Arkansas Department of Environmental Quality in order to remain employed in this position. Incumbents are expected to acquire within 12 months of being eligible to test, a Class III Wastewater Operator’s License issued by the Arkansas Department of Environmental Quality, with a Class IV strongly recommended. Incumbents must be able to acquire a High-Pressure Boiler License and may also be required to obtain a CDL. The Utility’s compensation system is designed to motivate employees to contribute to the maximum of their ability by compensating based on their job performance and meeting licensing requirements. Inability to obtain proper licenses, within a year of being eligible to test, will result in a decrease of potential merit increases.
